The Kowloon Golf Club has had to vacate its
site, which is now needed by the military authorities
(who own the site), and the Governor's proposal is
that in order to aid its transfer, and as a measure of
sympathy, the Government should expend a sum not
exceeding $50,000 for the purpose of obtaining the
surrender of privately owned land to be granted to the
Club. The Club would pay ground rent to the Government
at the rate of 4% on this sum, less $92.50 which is
already due on the Crown land in the area to be
obtained.
While the Colonial Government would obtain
a fair return for its money on this transaction, and
while local opinion might no doubt be in favour of
aiding the Club, I cannot think that this is a proper
use for public money. The Club appears to be an
entirely private affair, and although one sympathises
with it in its transactions with the traditionally
grasping military authorities, I can see no real reason
the Creary many be faced futive with heavy &pend clive a maculammy Chinese refugees, why it should be granted Government aid.

? Acknowledge and say that while the S. of S.
sympathises with the difficulties experienced by the
Club, and while he realises that the Colonial Govern-
ment would obtain a fair return on their money so
invested, he cannot consider that it is proper that
public money should be used in this way. Say that
therefore, unless the Governor wishes to add anything
further, he regrets that in the existing circumstances
he is not prepared to sanction the Governor's proposal.
